Turns out the man with the truck covered in Christmas lights has a philanthropy called One Spark. He calls the lights on his vehicle "The Lights of Love and Kindness". He hands out packets of cards that encourage people to do an act of kindness and then hand them one of the cards that tells the person who received your act of kindness to do the same for someone else.
