School Storm Shelters Needed in Tornado Alley

I believe it should be a law that just like smoke detectors and panic bar door openers, schools in tornado alley should have storm shelters. These should be either very close to the school property, or in schools yet to be built, below the actual school.  There should be multiple entrances, accessible every few yards.  Yesterday they had about 12 minutes warning before the tornado in Moore. Drills should be held to ensure orderly progression to the shelter in the event of an emergency...12 minutes is a long time if you are organized. FYI, there have been tornadoes in every US state.  I am advocating these storm shelters be mandatory in tornado alley. Tornado alley consists ot the states of Texas, Oklahoma, Kansas, Nebraska and South Dakota, Louisiana, Alabama, and Mississippi.
